Due to the high volume of requests for export certificates (such as certificates of free sale, origin, health, etc.), TTB's International Trade Division (ITD) has revised the information on its website to reflect a 7-day processing period for incoming requests.  Further information on submitting export certificates to TTB can be found on ITD's Export Documents page, or you may contact ITD at (202) 453-2260 or by email at


Brad Richards, Trade Investigation Division (TID) Investigator, retired September 30, 2011.

Brad had 34 years of Federal service, 32 years of combined service with ATF and TTB. Brad started his career as an Inspector in Milwaukee. A number of years later, he took a job on the newly created ATF Audit Staff and eventually moved to ATF Headquarters for several years. Being a Midwestern country boy, Brad jumped at the opportunity to return to Kansas City as the Area Supervisor of Compliance Operations. Three years later ATF formed an arson group in Kansas City and Brad went over as the group's auditor. Brad spent his last 12 years with ATF working on arson and drug investigations. He has been an Investigator with TTB from the day it was formed, spending the last two years working in Phoenix. Brad loved the alcohol work when he first started in Milwaukee and is grateful he had the opportunity to get back to it again with TTB. Besides his exceptional work as an investigator, Brad was instrumental in training and developing new investigators. His knowledge and experience will be greatly missed. We wish him the very best in his retirement.


Alcohol businesses wishing to operate above the retail level must file an application with TTB and receive approval before engaging in business.  These packets include a combination of required forms, and instructions along with tools and resources to aid you in filing an acceptable application.

TTB's Permits Online system is now used to process applications to operate as an Alcohol Exporter, Alcohol Importer, Alcohol Wholesaler, Bonded Wine Cellar, Bonded Winery and Taxpaid Wine Bottling House.  The remaining application packets will be made available through Permits Online with subsequent releases of Permits Online.
