Director, International Affairs Division
John R. Lom is the Director of the International Affairs Division (ITD) for the Alcohol and Tobacco Tax and Trade Bureau (TTB). As Director, he provides technical assistance to the Office of the United States Trade Representative, and other government, foreign, and private entities, in alcohol and tobacco tax and trade matters. Prior to coming to ITD, Mr. Lom served in a number of Office of Chief Counsel positions, including acting chief and deputy chief counsel.
Mr. Lom came to TTB from the Bureau of Alcohol, Tobacco and Firearms (ATF) Chief Counsel's office. During his time with ATF and TTB, he has worked on numerous tax, labeling, and production matters, as well as international projects. He was instrumental in organizing the International Conference on Illicit Tobacco Trade held at the United Nations Headquarters. Lom also has served on various U.S. government delegations dealing with U.S.- European Union (EU) wine trade issues, the World Wine Trade Group issues, and World Health Organization tobacco control negotiations that produced the Framework Convention on Tobacco Control and the Protocol to Eliminate Illicit Trade in Tobacco Products.
Mr. Lom joined the ATF's Chief Counsel's office in March 2000, after having served 20 years with the International Affairs and Commodity Programs Division, Office of the General Counsel, at the United States Department of Agriculture (USDA). During his time at USDA, he worked on foreign food donation and agricultural development programs, government contracts, World Trade Organization dispute proceedings, administrative proceedings and civil litigation, and legislation. He also served a detail at the Office of the United States Trade Representative where he worked on wine trade matters in the Office of Agricultural Affairs.
Mr. Lom received a bachelor's degree with honors from Grinnell College, a Juris Doctor from Creighton University, where he served on the law review and the international moot court board, and a master's degree in national security studies from Georgetown University.In his free time, Mr. Lom enjoys painting, and represents the Treasury Department in the Federal Government Tennis League.
