Director, Office of Equality, Diversity, and Inclusion
Tram-Tiara Ngo is the Director of the Office of Equality, Diversity, and Inclusion (EDI) for the Alcohol and Tobacco Tax and Trade Bureau (TTB). In this capacity, Ms. Ngo leads TTB's equal employment opportunity (EEO), diversity, and inclusion programs, as well as its Early Conflict Prevention and Resolution (CPR) Program. EDI is responsible for ensuring bureau compliance with federal laws and regulations prohibiting discrimination and harassment in the workplace; administering regulatory training; processing EEO complaints; facilitating conflict resolution; and examining potential barriers to employment and advancement. EDI also collaborates with the Human Resources Division and other Bureau offices to cultivate an inclusive work environment that fosters a high-performing, diverse, inspired, and engaged workforce.
Ms. Ngo began her EEO career as an intern with the Department of the Army in 1993. She also held positions at the Food and Drug Administration, Federal Bureau of Investigation, Small Business Administration, Department of Homeland Security, and Department of Agriculture. Her twenty-three years of experience in EEO include writing acceptance, dismissal, and final agency decisions; conducting training in EEO, diversity, and anti-harassment; managing EEO counseling and alternative dispute resolution programs; and directing various special emphasis programs.
Ms. Ngo's community service includes serving as hotline counselor for Montgomery County Mental Health Association, volunteer for Dr. Martin Luther King, Jr. Day of Service and Volunteer Fair, and volunteer for Montgomery County Volunteer Center.
Ms. Ngo and her family immigrated to the United States in 1975 as Vietnamese refugees and became naturalized U.S. citizens in 1983. She earned her bachelor's degree in business administration from George Mason University and master's degree in leadership from Duquesne University.
Ms. Ngo is a certified Reiki Master Teacher. She also enjoys practicing meditation and Feng Shui.
