Installation and Test of Meters for Measuring Beer

Brewers and others concerned:

Purpose. This is to inform you of requirements respecting the installation and test of meters for measuring beer.

Background. We announced in Industry Circular No. 60-35 our approval of 2 BL and 3 BL Rotocycle Meters, manufactured by the Rockwell Manufacturing Company, Pittsburgh, Pennsylvania, as being suited for use, within their respective ranges, for measuring beer being packaged, or transferred to the brewery bottling house. Also, this circular listed meters previously approved for measuring beer.

The 3 BL Rotocycle Meter has 3-inch flanged connections and, like the Potter Flow Meter, has an operating rate of flow in excess of our master meter maximum rate of flow of approximately 100 gallons per minute.

Installation and test. Because we utilize only master meters having 2-inch flanged connections, all meters, including newly approved 3 BL Rotocycle Meters, should be so installed as to be readily tested by means of these meters. Also, provisions should be made to test the 3 BL and the Potter Meters at a lesser rate of flow, usually 90 to 100 gallons per minute, where such meters normally operate in excess of the maximum rate of flow for Government master meters.

Inquiries. Inquiries regarding this Circular should refer to its number and be addressed to your assistant regional commissioner, alcohol and tobacco tax.
