Proprietors of Distilled Spirits Plants, Importers and Wholesalers of Distilled Spirits, and others concerned:

It was announced last April that a series of three public hearings would be held to consider amendments of the regulations set forth in 27 CFR Part 5, Labeling and Advertising of Distilled Spirits. The first two hearings have been held.

As stated earlier, the final hearing will be based on a notice in the form of a complete new regulation. The notice will include an overall editing of the regulation so as to combine sections, rearrange subparts, reword language for purposes of clarity and delete obsolete matter. In addition it will include changes resulting from the two earlier hearings plus the necessary conforming and editorial changes.

Also, any industry proposals to change in any manner the regulations in areas other than those areas which were subject to hearing in September 1967 and April 1968 will be given consideration for inclusion in the final hearing. Petitions for change in regulation should be filed with the Director, Alcohol and Tobacco Tax Division, by May 31, 1968, and should be specific as to the regulatory change desired.
