Federal firearms licensees and explosives licensees and permittees; proprietors of distilled spirits plants, taxpaid wine bottling houses; dealers in and users of specially denatured alcohol; reprocessors of specially denatured alcohol articles; users of tax-free alcohol; manufacturers of nonbeverage products; wholesale and retail dealers in alcoholic beverages and importers of alcoholic beverages, with operations in the State of Kansas; and others concerned:

Purpose. The purpose of this circular is to inform you that effective October 1, 1973, the Southwest and the Midwest Regions of the Bureau of Alcohol, Tobacco and Firearms will be realigned. Realignment will consist of transferring the State of Kansas from the Southwest Region to the Midwest Region.

Background. A comprehensive study completed recently disclosed that a considerable increase in the efficiency of Bureau operations would result from the transfer of the State of Kansas from the Southwest Region to the Midwest Region.

Effect of change. On and after October 1, 1973, correspondence with the Bureau's Regional Office should be directed to the Regional Director of the Midwest Region at the following address:

Regional Director,
Bureau of Alcohol,
Tobacco and Firearms
35 East Wacker Drive Chicago,
Illinois 60601

This realignment does not change the Service Center serving the State of Kansas. Returns and other payments, therefore, will continue to be sent to the Internal Revenue Service Center in Austin, Texas.

Inquiries. Any inquiries regarding this circular should refer to its number and be addressed to the Regional Director, Midwest Region.
