MARY RYAN APPOINTED TTB ADMINISTRATOR

Mary Ryan has been appointed as the Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB).  Her appointment is effective August 16, 2020.  In this capacity, Ms. Ryan will oversee the collection of approximately $20 billion in annual federal excise taxes from the alcohol, tobacco, and firearms industries, as well as the permitting and regulation of these industries under the Internal Revenue Code and the Federal Alcohol Administration Act.

Upon her selection, the Assistant Secretary for Tax Policy, David Kautter, said, “TTB is an outstanding organization with a proud past and a strong culture.  It is my sincere belief that it will continue to prosper and not only maintain but improve its standard of excellence with Mary as its leader.”

Ms. Ryan began her distinguished career in the federal government in 1991, serving in a variety of professional and leadership capacities within TTB and its predecessor, the Bureau of Alcohol, Tobacco, and Firearms (ATF). Prior to her appointment as Administrator, Ms. Ryan served as TTB Deputy Administrator from 2010-2019, when she was named Acting Administrator upon the passing of TTB Administrator John Manfreda. Ms. Ryan also served as the Assistant Administrator for the Office of Field Operations from 2005-2010, where she expanded TTB enforcement capabilities by launching the Intelligence Division, securing a new agent workforce, and initiating an analytics-driven enforcement approach to address tax fraud and diversion. In this role, Ms. Ryan also oversaw TTB’s permit and tax processing functions, improving business processes through increased automation to enhance customer experience and service levels. Ms. Ryan previously served as TTB Deputy Chief Counsel from 2003-2005, prior to which she was ATF’s Deputy Associate Chief Counsel for alcohol and tobacco.  She also served as a law clerk for the Honorable John Lewis Smith of the U.S. District Court for the District of Columbia.

Ms. Ryan graduated from Georgetown University and Georgetown University Law Center in Washington, D.C. She is a member of the Maryland bar and the Court of Appeals for the District of Columbia.
