New Application Wizard | The New Applications Wizard guides you by asking a series of questions, and depending on your answers creates an application package, which is a list of the applications you're required to submit. Everyone who applies for a new TTB permit, registration, or notice must complete the questions in the New Application Wizard. |
Application for Original Entity | When applying to start a new TTB-regulated business, your application package will contain both an application for original entity and a new commodity operations application (one for each permit, registration, or notice you need). |
Personnel Questionnaire | The Personnel Questionnaire is how TTB gathers background information about owners, officers, and others associated with TTB-regulated businesses. |

New Commodity Operations Applications — Distilled Spirits
File this application if you intend to: | |
Alcohol Fuel Plant | produce, process, store, and use or distribute distilled spirits to be used exclusively for fuel |
Distilled Spirits Plant | establish a beverage and/or industrial distilled spirits plant. Beverage – The proprietor of a beverage distilled spirits plant may distill, rectify or blend, bottle, or warehouse and bottle spirits for beverage use. Examples of beverage distilled spirits include neutral spirits or alcohol (i.e. vodka or grain spirits), whiskey, gin, brandy, blended applejack, rum, cordials, and liqueurs. Industrial – The proprietor of an industrial distilled spirits plant may manufacture articles (products containing denatured spirits), denature spirits, or distill, bottle or package, or warehouse spirits for industrial use. A vinegar plant is a type of industrial distilled spirits plant authorized to manufacture vinegar by the vaporizing process. |
Specially Denatured Spirits - Dealer | withdraw and deal in specially denatured spirits for resale to persons authorized to purchase or receive specially denatured spirits |
Specially Denatured Spirits - User | withdraw and use, or recover specially denatured spirits |
Tax - Free Alcohol | withdraw and use tax-free alcohol. Certain types of organizations (such as scientific universities, colleges of learning, certain other educational institutions, laboratories, hospitals, blood banks, sanitariums, clinics operated for charity) may procure and use tax-free alcohol for authorized nonbeverage purposes (such as scientific research and medicinal uses). Bonded Wine Cellar - Storage Only | store, and/or bottle wine but WILL NOT blend wine. You are NOT permitted to produce wine under this permit |
Taxpaid Wine Bottling House | receive taxpaid wine and bottle it. You are NOT permitted to produce wine under this permit |
